The State Food and Drug Administration issued a notice yesterday, deciding to carry out the safety rectification work of fresh meat and meat products in the national catering service link from this month to next November. All catering service units should specify that a special person is responsible for "buying meat", and it is strictly forbidden to purchase dead and unknown animal meat.
For the purchase and acceptance of fresh meat and meat products, each catering service unit should specify a special person to be responsible. For those purchased from food production and operation units and wholesale markets, the effective shopping vouchers shall be inspected, obtained and retained; for those purchased from supermarkets, farmers' markets and individual businesses, the original quarantine certificate of animal products shall be inspected; for those purchased directly from slaughtering enterprises, the license, copy of business license and original quarantine certificate of animal products sealed by the supplier shall be obtained and retained. In case of long-term fixed-point procurement, a procurement and supply contract shall be signed with the supplier to ensure food safety.
The circular stipulates that it is strictly forbidden for restaurants to purchase and use dead, unidentified or unqualified fresh meat and meat products, and it is strictly forbidden to purchase fresh meat from non designated slaughtering enterprises such as private slaughtering and indiscriminate slaughtering, so as to prevent unqualified products from flowing into the kitchen. Restaurants that do not implement the food safety management system should be strictly supervised and rectified; those with serious potential safety hazards should be seriously dealt with, and the investigation situation should be announced to the public. Anyone who purchases and uses dead livestock and poultry, or uses prohibited drugs or non edible substances for suspected crimes will be transferred to the public security organ. It is strictly forbidden to replace punishment with punishment.
For key units such as school canteen, construction site canteen, group meal distribution unit, central kitchen, and key areas such as rural areas, urban-rural fringe, tourist attractions, etc., which use a large number of fresh meat and meat products, the regulatory department should carry out a network investigation. At the same time, we should expand the scope of sampling inspection in key areas, units and varieties, and increase the frequency of sampling inspection.
In addition, local regulatory authorities should establish a reward reporting system to timely check and respond to events of public concern. In case of concealment, delay, omission or false information, or failure to transfer relevant clues in time, the relevant responsible person will be investigated for responsibility.
